Empire of the Phoenix

The Empire of the Phoenix (not actually an empire) is a lost city said to be built on the slopes of a recently active volcano. Using steam technology, the city powers all of its machines through the mountain’s natural pressure. It is said that this extraction of steam also helps prevent the volcano from erupting.

Despite its high population of inventors, little is known about the city beyond its ingenious technical defenses, which rely primarily on steam-powered devices.
